No record of govt expenditure on Sonia trips: commission


Congress president Sonia Gandhi has not sought any reimbursement for medical bills from the Government, the Central Information Commission has said. The case relates to an RTI application filed by one Naveen Kumar of Moradabad, who sought to know from the Prime Minister's Office, National


Advisory Council, Lok Sabha Secretariat and Ministries of External Affairs, Parliamentary Affairs, Statistics and Programme Implementation details of the medical expenditure incurred on the treatment of Gandhi.

During the hearing before Chief Information Commissioner Satyananda Mishra, the Ministries held no medical bills were submitted by Gandhi for reimbursement.

Threat always exists, no need for more security: Lt Gen Brar's wife

MUMBAI: Lt Gen K S Brar (retd), who received injuries during an attack by four persons in central London on Sunday night, arrived at the Mumbai airport along with his wife today.

While coming out of the airport here, Brar's wife Meena said they were very happy to be back home. "Thank you all for your concern," she said.

When asked if she felt there was an increased threat to her husband's life and they require more security, she said, "No".

"That (threat) is always there and will be there. That doesn't really matter," she said.

Brar, who had a bandage on his neck and cheek, and his wife arrived here at noon from London. They were escorted to their vehicle amid tight security. Senior defence officials were present at the airport to receive them.

Lt Gen K S Brar, while talking to a television channel after the attack, had said that it was an attempt to assassinate him by "pro-Khalistan elements" for his role in the 1984 " Operation Bluestar".

FDI in retail: Traders in Kerala down shutters


THIRUVANANTHAPURAM: Trading activities came to a virtual halt across Kerala on Wednesday as shop owners downed shutters to protest against the policies of the Central and state governments, including the decision to allow FDI in multi-brand retail.

Early reports from different centres said the response to the shut-down call given by traders' unions like Kerala Vyapari Vyavasayi Samiti (KVVES) has been total, especially in urban areas.

Majority of hoteliers also joined the dawn-to-dusk protest.

Other demands of the traders include correction of anomalies in implementation of the state Food Safety Act.

Leaders of the traders bodies wanted the Congress-led UDF government in the state to come out in clear terms that FDI would not be permitted in the retail sector in the state.

"Though chief minister Oommen Chandy has said that FDI in retail will not be allowed in Kerala, the government is yet to come out with an unambiguous policy statement on the issue," a KVVES leader said.

They said KVVES was opposed to FDI in retail anywhere in the country as it would wipe out small and medium retailers in the country.

Piracy, terrorism threat to regional stability: Antony


NEW DELHI: Observing that piracy and armed robberies in high seas were threatening the stability of the Asian region, defence minister A K Antony on Wednesday said India was taking steps to augment its capabilities to fight piracy and terrorism.

Addressing the 8th heads of Asian Coast Guard Agencies Meeting, the defence minister said, "India strongly believes that mutual cooperation alone is the most effective way in ensuring the security and safety of oceans."

"The various challenges including menace of piracy and armed robbery, drugs and arms trafficking and unregulated and unreported fishing to name a few, threaten both short-term and long-term stability of the region," he said.

The meeting is being attended by 17 heads of Coast Guards from Asian countries including China, Asia, Japan, Bangladesh, Sri Lanka, Vietnam and Cambodia.

The defence minister said in view of the increased responsibilities and challenges, "We are also planning to augment our capacity in the fields of coastal security, anti-piracy, anti-terrorism operations and oil spill response capabilities."

Commenting on the need for enhancing regional cooperation, Antony said the Indian Navy and Coast Guard regularly participate in joint exercises with many Asian nations.

"It shall be our endeavour to promote such cooperative mechanisms as, regional cooperation agreement for combating piracy and armed robbery against ships in Asia in the future," the defence minister said.

Ten more cases of dengue reported in national capital


Dengue cases in the national capital inched towards the century mark today with the reporting of ten fresh cases.

With this, the total number of dengue cases have risen to 98 from yesterday's 88.

Out of the 98 cases, three originated from outside the capital. A nine-year-old girl had died in the capital last Friday due to dengue.

Of the total cases, South Zone reported 16 while 13 each cases were registered in Civil Lines, Karol Bagh and Central Zones.
Last year, the capital saw 216 cases of dengue, including eight originating from outside, and three deaths. In 2010, there were 4,108 cases, including 24 from outside, and five deaths while the figures for 2009 were 29 cases and no deaths.

In 2008, there were 550 dengue cases and two deaths.

A senior MCD official said six cases of chikunguniya were reported in the capital this year till today as against ten during the same period last year.

Jai Hind to be now official salutation of Indian Army


Instead of a bland ‘Good Morning/Afternoon’ the Indian Army officers will now greet each other with a crisp salute accompanied with ‘Jai Hind’, immortalized by Subhash Chandra Bose as the battle cry for his Indian National Army.

The new order has been part of Army Chief General Bikram Singh’s mandate to his troops –“Back to Basics”. The initiative is part of the Indianisation of the Indian Army that has drawn heavily from the traditions of the Royal British Army.

“The directions have come this month only. The Indian Air Force (IAF) has already been using ‘Jai Hind’ as part of the salutation among officers,” an army official said. The Indian Navy in informal settings use ‘Jai Hind’ and in formal settings greeting appropriate to the time of the day – Good Morning/Good Afternoon/Good Evening is used.

Salute is an intrinsic part of military tradition. Elaborate rules have been laid down to define the manner in which an official would do the salute. A salute is a form of respect not to an individual but to the uniform and rank of the officer. If a junior officer salutes his seniors, only the senior-most of the officers will acknowledge and return the gesture. If officials of all the three forces are present, the senior-most of them will return the salute. The Indian Army is considered the senior-most, followed by the Indian Navy and the Indian Air Force.

“The jawans while saluting their officers will continue to use their regimental salutation. The new rule pertains to only officers greeting each other,” the official added. For instance, a jawan of Gorkha regiment says “Ram-ram”, an Assam regiment soldier gives a crisp “Tagda Raho” (Remain Healthy), a Sikh regiment soldier says “Sat Sri Akal” with a smart salute to an officer.

The three forces also have different salutes – like in the Army a salute is executed by keeping the open palm forward, with fingers and thumb together and middle finger almost touching the hatband or right eyebrow. The Navy, in turn, salutes with the palm facing towards the ground at a 90-degree angle, basically to hide the dirty hands of sailors working on board warships. The IAF salute involves the right arm being sharply raised from the front by the shortest possible way, with the plane of the palm at 45-degree angle to the forehead.

Australia qualify despite big defeat


Pakistan spun a web around Australia's batsmen and a few hours later could celebrate that doing so had secured qualification for the World Twenty20 semi-finals. Though sobered by defeat, the Australians managed to reach the 112 they required to make their qualification for the semis a certainty, while the result also ensured that South Africa were knocked out, regardless of what happened in their final Super Eights match against India.

Karachi violence claims five lives


KARACHI: Five people including a woman were killed in various incidents of violence during the past 24 hours whereas Rangers personnel arrested a suspected extortionist during an operation conducted in the city, DawnNews reported.

Two bodies were found in Karachi’s Napier area. The deceased were identified as activists of a political party.

Another body of a political supporter was found in Lasbela area of the city.

All three bodies bore marks of torture.

According to police sources all deceased were tortured after being kidnapped and then shot to death.

Earlier, in an unrelated incident, a man died of firing by unknown persons in Quaidabad area of the city.

A 25-year-old woman died of gunshot wounds inside her home in Karachi’s Faqeer colony area within the remit of Mominabad.

Relatives  of the woman termed her death as suicide stating that the woman was in unstable mental condition.

Police were investigating into the possibility of both suicide and murder, on the case.According to police, some unidentified miscreants opened indiscriminate gunfire near Shershah Pankha Hotel (restaurant), killing a man, Abdullah on the spot and fled the scene.

The body was shifted to Civil Hospital for postmortem. A policeman, Babar, who was injured in a firing incident in Kharadar, succumbed to injuries at Civil Hospital. Meanwhile, firing incidents continued in different areas of Karachi, including Sohrab Goth, Lyari, North Karachi during which six persons were reported injured. The injured were shifted to different hospitals of concerned areas. Unknown miscreants hurled four hand grenades at cement depot and a crush plant in Shah Latif Town and Mangopir areas of the city.


Meanwhile Rangers, while conducting an operation, arrested a an alleged extortionist near Sea View locality in the city’s Defense area.

The rangers claimed to have recovered heavy arms and ammunition from a spot, identified by the arrested suspect,  in Old Golimar area of the city.

BJP, JD(U) prepare for all Lok Sabha seats in Bihar


PATNA: Keeping options open in case of the last-minute break-up, both the BJP and the JD(U) in Bihar have started preparing to contest all 40 Lok Sabha seats separately.

"While discussing our future programme in Bihar, I had informed the national executive committee at its Surajkund meeting recently that taking into the account all possibilities, the state BJP is preparing to contest all 40 seats in next parliamentary elections," BJP's state president C P Thakur told TOI here on Tuesday.

"One should always be prepared for any eventuality," he said. However, he categorically denied any chance of break-up in the BJP-JD(U) alliance in Bihar at this Juncture. "Our alliance with the JD(U) is intact," he said.

When asked if the alliance is intact in Bihar why the BJP is preparing for all 40 seats, Thakur said, "The preparation is necessary also because the two parties may exchange a few seats just before the elections."

However, a senior BJP leader, who didn't want to be identified, admitted to TOI that the party was preparing for all the 40 seats keeping in mind all the possibilities, even of the JD(U) deciding to sever ties with the saffron party.

The JD(U) national spokesperson, Shivanand Tiwari, however, was not amazed at Thakur's statement.

"If Thakur has said that the BJP is preparing for all 40 seats, the JD(U), too, is making its preparations to contest all seats. There is nothing wrong in it. Political parties make such preparations keeping in mind any eventuality."

He said the JD(U)'s preparation was mainly because "the party does not want to be caught unaware in case our ally decides to sever ties with us."

Tiwari said, "In politics, it is always wise to be prepared for all seats. Nobody knows what is in store."

He, too, ruled out any possibility of break-up in the alliance. "At present, there is no tension, no irritant and no issue between us which may lead to break-up in the alliance," Tiwari said.

Arvind Kejriwal launches party for swaraj, and he will fight for it


After months of speculation, former Team Anna member Arvind Kejriwal stepped into politics by announcing the creation of his political party on Tuesday, the birth anniversaries of Mahatma Gandhi and Lal Bahadur Shastri. Kejriwal did not announce the party’s name, citing legal reasons. The name will be announced on November 26.

At the Constitutional Club in New Delhi, Kejriwal said he would give details of corruption charges against two prominent politicians on Saturday. “Political parties challenged us, saying we should enter politics if we wanted to get the Jan Lokpal Bill passed. We have pleaded enough with political parties. Yachna nahi, ab rann hoga (No more pleading, we will now fight),” Kejriwal said, adding that the corrupt should start counting their days.

“I don’t know whether we will win or lose, but if I do not fight today, my children will accuse me of wasting an opportunity… And I don’t want that,” Kejriwal added. He said his fight was against the political system and not against any individual.

Kejriwal’s team released a draft of their vision document based on 20,000 responses it received. Some of the features of the vision document include swaraj, fighting corruption, tackling inflation and land acquisition, right to reject and recall among others.

A maulana spoke against MPs and ministers who gave themselves salary hikes without doing any work. Psephologist Yogendra Yadav, the de facto political guru and strategist for the team, also spoke on why it was necessary for them to enter politics.

Six of family charred to death in fire in TN


Six members of a family, including four minor children, were charred to death in a fire that engulfed their house at nearby Thoppuvalasai on Monday morning, police said.

The deceased included a man, whose wife is working abroad, his four minor children aged between 13 and one and his father, police said.

Police said the body of the one-year-old child was found in a crawling posture, indicating that it had tried to escape the flames.

All the family members were asleep when the fire broke out, police said, adding that the cause of the fire is being ascertained.

IHC extends stay in Rimsha case


The Islamabad High Court (IHC) on Monday extended the stay in the blasphemy trial against Rimsha Masih until Oct 17.

IHC Chief Justice Iqbal Hameedur Rehman extended the stay during the hearing of the petition filed by the accused Christian girl for quashing the FIR registered against her which she pleaded was baseless and had been framed on false information.

During hearing, a representative of the prosecution lawyer told the court that the lawyer was not present in Islamabad and subsequently requested the bench for more time. The court, granting the prosecution’s request, extended the stay in the trial to Oct 17.

Three killed in US drone strike in Mir Ali


A US drone strike targeting a vehicle killed at least three persons Monday in Mir Ali, security officials said.

The strike took place in the Khaider Khel area of Mir Ali district, 30 kilometres (18 miles) east of Miranshah, the capital of North Waziristan tribal region.
"US drones fired four missiles on a militant vehicle, killing three suspected militants," a security official told AFP, adding that several drones were flying in the area at the time of the attack.

Another security official confirmed the attack and casualties and said the identities of the militants killed in the strike were not immediately clear.
Monday's U.S. drone strike is the 31st of its kind (counted on daily) in Pakistan since 2012. So far this year, at least 222 people have reportedly been killed in such strikes.

Seven more killed in Karachi violence


KARACHI - At least seven people were killed in separate acts of violence in different parts of metropolis here on Sunday.

A barber was gunned down inside his shop situated near Anda Mor, North Karachi within the limits of Sir Syed police station. The deceased was identified as 27-year-old Mohammad Sultan, son of Mukhtiar. DSP Tahir Khan said that at least two armed men riding a motorcycle barged into the victim’s shop and opened indiscriminate firing at him. He was shot multiple times and died at the spot. His body was taken to Abbasi Shaheed Hospital for autopsy. The police officer said that the victim had no affiliation with any political or religious organisation and it seems that he was killed over personal enmity.

Eight killed in Orakzai agency


PESHAWAR: A security personnel was killed in a remotely-detonated blast in Orakzai agency whereas seven militants were killed in a subsequent operation carried out by security forces, DawnNews reported on Monday.

According to government sources the blast occurred in Mamozai area of Orakzai agency, killing one security person and injuring two others.

In a subsequent operation carried out by security forces two militant hideouts and one vehicle were destroyed.

Seven militants were also killed in the operation.

Afghan bomber kills 11, including 3 NATO troops


KABUL é A man driving a motorcycle packed with explosives rammed his vehicle into a patrol of Afghan and international forces on Monday morning in eastern Afghanistan, killing at least 11 people, including three international service members and their translator, officials said.

The Taliban promptly claimed responsibility for the blast.

The bomber struck a foot patrol while the troops were walking through the capital city of Khost province around 9 a.m., said Khost province Deputy Police Chief Yaqu Khan.

Coalition spokesman Maj. Adam Wojack would only confirm that three NATO service members and their translator were killed in a bombing in the east, without giving an exact location or the nationalities of the dead.

The international military alliance usually waits for individual nations to announce details on deaths. It was not immediately clear if the translator was an Afghan citizen or a foreigner, Wojack said.

The blast killed at least four Afghan police officers and three civilians who were nearby, said Interior Ministry spokesman Najib Danish. Dozens were also wounded.

The city's hospital alone was treating about 25 people injured in the explosion, said Dr. Amir Pacha, a physician working there. He added there could be other victims being treated at nearby private clinics.

Taliban spokesman Zabiullah Mujahid said in text messages to media that the insurgent group was behind the attack.
