Inder Malhotra reports on the third annual strategic dialogue between India and the United States, which has revealed an eagerness on Washington's part to further strengthen ties with an optimistic but more guarded Delhi.

In both New Delhi and Washington — 'the two cities where few agree on anything', in the words of a senior American diplomat — there has of late been a great degree of satisfaction, with a tinge of elation. This is the outcome of the third annual strategic dialogue between the world's oldest and largest democracies, but not of the dialogue alone. Before that a lot more had happened to underscore America's keenness to take the bilateral strategic relations to a much greater height, while India's response was broadly positive but also cautious. In other words, India saw merit in strengthening friendship and cooperation with the US but not beyond a point.
For instance, the US defence secretary, Leon Panetta, on a scheduled visit to Delhi just before the dialogue in Washington, described India as the 'lynchpin' of his country's 'recalibrated' policy on Asian security under which the 'pivot' has shifted from West Asia to East Asia or 'Indo-Pacific', as Americans have started naming the region. Before arriving in India, Panetta had announced in Singapore, and repeated in Hanoi and elsewhere, that 60 per cent of the entire US naval fleet would be deployed in East Asia. And then, noting that the Indian navy would be the second largest in a few years, he added that India would be the 'net provider of security' in the Indian Ocean with its immensely important Sea Lanes.
