Finance Minister Barsha Man Pun presented the budget at a hastily organised ceremony in Singha Durbar Tuesday evening. He delivered the budget speech soon after President Ram Baran Yadav approved the ordinance presented by the government.
The ordinance allows the government to spend a total of Rs 351.93 billion during the remaining fiscal period. Of this amount, 46.87 billion has been allocated for recurrent costs while Rs 51.34 billion as capital spending. Rs 50.08 billion will be managed by domestic and foreign loans.

According to state-owned news agency RSS, addressing a programme organised by the Child Workers in Nepal Concerned Centre (CWIN) in the capital on Tuesday, the Prime Minister urged all ministries to keep the national policy-2069 BS regarding the child rights in their work plan.
Oppn cries foul over unilateral election announcement
The opposition has denounced the unilateral announcement of fresh election of the Constituent Assembly by the government.
"We, the agitating political parties, have concluded that the decision of the government, which has completely lost legitimacy as it failed to conduct the election it had declared earlier, has pushed the country towards more political uncertainty, disagreements and a constitutional crisis," a joint statement issued by the opposition parties said.
The opposition also objected to the government decision to present the ordinance budget to the President without political consensus.
