UK activists moves UN on Indian prisoner's death in Pak jail

AMRITSAR: A UK-based rights activist has moved United Nations, Human Rights Watch and Amnesty International seeking investigation into the murder of Indian prisoner Chamel Singh in Lahore's Kot Lakhpat jail.

Jes Uppal, the activist, said, "I have sought to investigate the circumstances of the unlawful death in custody and to ensure justice by making those responsible to be tried in the court of law." She said that despite repeated requests Pakistan authorities have failed to provide information as to why Chamel Singh was in prison and what was his jail term.

Chamel Singh, a resident of J&K, was beaten by the Kot Lakhpat jail staff, including senior officials, for using water from a tap to wash clothes on January 15. Chamel was taken to Jinnah hospital where he succumbed to his injuries on January 17. A resident of Pragwal village in Jammu and Kashmir, Chamel was lodged in Kot Lakhpat Jail after he was caught in Pakistan and charged for spying in 2008.

However, Chamel's family members had claimed that he had disappeared from his fields in Pargwal village on the Indo-Pak border in July, 2008. Chamel was sentenced to five years of imprisonment by a Pakistani court on charges of spying in 2008.

Meanwhile, Pakistani lawyer Awaish Sheikh told TOI on Tuesday that it was strange that despite nearly 12 days after Chamel's death, he was told by medical superintendent of Jinnah Hospital that Chamel's autopsy was yet to be done. The body of Chamel Singh is still lying at Jinnah hospital in Lahore, even after two weeks of the incident.
